According to the reports on Thursday (20 November), the United States has signaled to Ukraine that it must consider a U.S.-drafted framework to end the war with Russia. The plan reportedly involves Kyiv giving up some territory, reducing its armed forces, and surrendering certain weapons. Washington wants Ukraine to accept the main points, though Kyiv has had no role in preparing the proposals. The White House declined to comment, while Secretary of State Marco Rubio emphasized the need for serious and realistic ideas from both sides to achieve durable peace.

President Zelenskiy, while holding talks in Turkey with President Erdogan, did not comment directly on the U.S. framework but stressed the importance of effective American leadership to end the war. He highlighted that coordination with all partners and strong U.S. involvement are key to stopping the bloodshed. Meanwhile, Russia continues its military operations, controlling nearly 19% of Ukrainian territory and maintaining frequent attacks on energy infrastructure as winter approaches.

Efforts to restart peace negotiations are gaining momentum, but Moscow has shown no flexibility on its terms, demanding Kyiv renounce NATO ambitions and withdraw from four provinces claimed by Russia. Turkey, acting as a neutral host, has offered a platform for talks, though Russian officials were not involved in the latest discussions in Ankara. Analysts caution that any peace solution must consider Ukraine’s position alongside European allies.

The proposed U.S. plan reportedly envisions Ukraine granting Moscow part of eastern Ukraine in exchange for security guarantees from the U.S. for both Kyiv and Europe. Critics say it could pressure Ukraine into concessions resembling Russian demands rather than a balanced solution. A U.S. delegation, including top military officials, is in Kyiv to meet Zelenskiy and assess the situation, signaling a renewed American effort to mediate an end to the conflict.
